Can you tell us what dive magazine and month/article? I ask because Anguilla gets hardly any mention on the forum, and on the rare occasion it does, info. could be valuable. Perhaps that magazine has the article available online?
My one (non-diving) visit to Anguilla was a 2006 honeymoon cruise excursion from where we stopped in St. Maarten over to Anguilla for a dolphin encounter.
Way back Feb. 17, 2013, Tim Ingersoll posted an
Anguilla Trip Report and concluded from 4 dives over 3 days:
Not a dedicated dive destination but worth diving for a day or two if you are there. Its a quiet island with a lot of great restaurants.
May 25,2015, E&S made an intro. post, and mentioned Anguilla as one of the places he'd dove.

Scuba Shack - on of the Anguilla dive operators. I see a 2-tank morning dive with tanks and weights only is $150; with rental equipment $180. There's a Thursday night dive. I don't see any option to pack in 2 morning and 1 or 2 afternoon dives daily.

ShoreDiving.com to see if they had an Anguilla listing. I don't see one.
Came across Anguilla on a dive mag article (bias none the less).
Yes, I am skeptical of dive magazine articles on the grounds they're likely to emphasize (maybe exaggerate) the positive and minimize (maybe leave out) the negatives.
