Does anyone have info on diving and dive ops on the Carib side of CR? All the info I find is for the Pacific and esp Cocos Is. Is the Caribbean side just not well developed or has lack of access or just lacks dive sites/dive ops?

The diving on the caribe side is not good,
two shops Reefrunners in PV, and Aquamor in Manzanillo

you will be much better off in Playa del Coco or Drake Bay on the pacific side.
 
I have not been diving in costa rica but it is a great place. if you are going to carib side I would recommend going to puerto viejo on the southern end on the coast. Pretty colorful town, low key and a lot of surfing
