I agree that the restaurants in town are great, and I wouldn't want to be stuck into eating every meal at an all inclusive. There are several places that offer bed and breakfast type options, then you can make your own supper arrangements either at the on site restaurant or elsewhere. Also, it sounds like you have some specific things you want out of your hotel, but keep in mind that if you find a hotel you like, you can still dive with any shop you like. Virtually all the main dive operators will pick you up at your hotel wherever you are staying. You don't necessarily need an on site dive op.
