Where do you get that? It says he was a diver, with a dive partner, who got in trouble while diving.
 
Freediving. You can't take crayfish on scuba in South Africa.
That would increase the risk factor I think. I used to enjoy free diving with snorkel gear before I got into Scuba, but I have no knowledge of shallow water blackout. I have survived many events that I shouldn't have over the decades.
