Can we make the assumption that you're talking about the Caribbean?
If so, the simple answer is: the farther South you go, the better the temps and less chance of icky weather.
Follow the coastlines: Tobago, ABC, Bay Islands, Belize.
I have had good Dec/Jan diving from the Bahamas to Cayman and other Northerly islands, but weather is always an issue.

We had great late-Dec diving in both Roatan and Utilla. And if you have money to spend, MAUI was great diving.
