You may want to just invest in a quality product like @MAKO Spearguns Hawaiian Hard Float | MAKO Spearguns

As far as fixing what you have, I'm sure any lead weight will be fine (dive weight, fishing tackle weight, fitness weight). Some ingenuity to attach it to the pole will be in order. A fiberglass driveway marker may work as a replacement flag.

But at the end of the day it may be more trouble ($) than it's worth and you'd be better off just buying Mako's rig.
 
nice float - but is not a legal float in MA. Check your local regs for flag size and more importantly height above water
