I think you're barking up the wrong tree, and are about to part with money you don't need to.

If you want to join the Coast Guard, wait until your 18th birthday, walk into their office and tell them you want to sign up.

I can't speak for how things work North of the Border, but in the US, you would find a very happy recruiter.

If you're going to a commercial diving school, it should be because you want to do commercial diving (welding, recovery, maintenance, etc.). Other than that, you're wasting your money.
