Sorry this is a terrible pic, but I'm really curious if anyone knows what this is. I found it at Breakwater in Monterey at about 15 ft. It looked whitish blue.

Okay. Thanks for the reply. If you think my photography is bad, you should try to ID stuff from my verbal description, an exercise in futility.
