Fish ID: Juvenile Cowfish?

    I've looked through Reef Fish ID book and can't come to any conclusion. Is this a juvenile cowfish? (Ha, would that be a "calf-fish"?) Trunkfish, maybe?

    Based on the anemone in the background, I'm thinking this guy was under two inches...
