Fundamentally, without a Just Culture, we are unable to tell context-rich stories which talk about the errors, deviations and violations which lead to incidents and accidents. Without such rich stories, we are unable to complete an in-depth analysis of the event, identifying latent issues and active failures which need to be and can be fixed, which allows individuals to develop resilience so they are able to deal with uncertainty and ambiguity of the modern underwater realm.
