Getting Tanks Hydro'd in San Diego area

I have two tanks that I need hydro'd. I realize I can go to a shop and ask, but in my previous diving life in BC I was able to just go to the hydro place myself and save on middleman costs of going to a shop. I have no idea if this is even possible down here (there are many things that are different between Canada and the US!)
