28 in dec? I would dbl check that info if I were you. I am also looking to do some diving there in Dalian in Aug. Will be spending few weeks there and was hoping to do some diving. I have not found any real information about the place that I would believe. Mostly bad reports. Still, will be there and try to see for myself what is there. I understand for them diving is not so popular and little expensive.
