Being a biker, when we pass fellow bikers we often give each other a waive or nod.

This weekend I passed a few folks driving down the highway, who had stickers or license plates, on their cars, that indicated they had an interest in diving.

Is there a hand signal of something similiar that just says "Hi" to another diver in passing?

I gave one an out of air, going up signal and got a big grin back.

Perhaps a huge wave, so that your car veers all over the road.
Or you can do a hand jutting up from the forehead, to signal shark.

Or you can do the "I'll lead, you follow"...

We definitely should have secret handshakes and signs.

I usually always do the ok sign

It would seem to me that if you drove with your mask on your forehead it would safer alternative to a signal as you could keep your hands on the wheel.
Also Padi could offer a card for the "in car mask on forhead signal"

I sense a new speciality card...
