I was wondering if there is anything that can clear the clear silicone skirt on masks without damaging them.

Me too, I use toothpaste. Once in a while I give my mask a complete scrub, using toothpaste and a toothbrush. Shines like new after the final rinse..
 
The color change is permanent. The good news is that it's harmless.

For future reference storing the mask away from neoprene will slow the process.

Does this mean that I should remove the neoprene pad on the strap of my mask when it is stored?
 
Thanks for info. I do keep my mask stored in case after it dried from diving.
