How to fix a small hole in Seasoft Weight Belt's neoprene?

I got myself a used seasoft weight belt. It is perfectly usable but it does seem to have two tiny holes in the neoprene. When I soaked it in the tub some very small bubbles came out, not a big deal, but also some milky colored stuff from the lead shot. I don't remember the term for that stuff, but I do know it's not great for the environment or my tub. What's the best way to fix this and to do so without trapping air inside?
