My friend Leo D. found this yesterday 9/24/9 , I myself have never found one but their was 3 brought up on one of the boat I was on last year, and they did not know what they had.

Looks like some leftover from a slavetrader
 
Well, it would appear that the two rings, being attached to the spikes would have been anchored into the ship. They are connected by a short length of chain. Only reason I can think of for something like that would be to secure somebody, by way of a set of shackles, in a brig.

Is chain connected straight across, or just by loop?

It is a mountain climbing rappel anchor. Don't know why it would be in a Lake up there, but I have seen a few exactly like that up on El Cap in California. Two Pitons, each with a metal ring for your rope to go through and with a connecting chain for safety, should one of the pitons come out.
