So what was the secret?
They had me remove the black C shaped plastic ring around the lever. It took a bit of work being careful, but removing that allowed the lever to rotate normally. After I got the battery off, the c ring popped back on.
They said it somehow just had jumped over the "stop" that is there so that it does not turn too far. Apparently I had turned it to far, causing the problem.
