is it a wrasse?

I was diving Redondo Beach in Southern California on Sunday and found this guy in about 20 feet of water:

I couldn't find a match in my fish id books, but it looks like a wrasse. My first impression was that it looked very snake-like, which made me think it could be an eel. The eyes were just about as red as you see them in the picture, although I'm sure the strobe intensified them a bit. The sun had just come out and it was cool to see the eyes glowing red in the shallow water.

What am I?
