have seen pictures of dive kayaks in malaysia (US brand, can't remember which) on a redang island if i remember correctly. but was used for kayaking, not diving.
a couple of boat merchants in malaysia - they might have kayaks. typically people just rent them.
where i live, there's no decent shore dive oppty, nor is there something decent within paddling distance.
