Keys in November or January? How would this compare to Cozumel?

Hi folks,

Looking for colourful coral and plenty of fish within one plane-hop of Ottawa (man, is that ever a limiting factor). Is Florida diving warm and pleasant enough in the winter months? Airfare will be about the same whether we go for Fort Lauderdale or Mexico, and we'd have to rent a car in Florida which adds to the cost. Are the Keys a different, well-worth-it kind of fun?

The water temp in the Keys in January is likely to be 68-70. Cozumel 78-80. Palancar, Santa Rosa --- No contest.
