Why is a lift bag needed? Just carefully mark the trail on the surface, then drive a boat over the trail and throw the poles in the water vertically at the appropriate spacing interval.

Tie a piece of crime scene tape on each one before dropping them; if the viz is bad. Then do the dive and pound them in. Seems pretty simple.
