The only problems I ever encounter with gear is usually in the US with inspectors who want to open my carry on and check out my regulators. That only takes a minute or two and not usually a hassle. I have never had a problem entering Mexico with gear.

They know you are there to enjoy the watersports. Diving is one of the activities they advertise. They expect some people to bring their own gear.

If they started a practice of harassing divers or even charging extra to bring your dive gear, divers would start going elsewhere and would hurt their tourism income which they rely heavily on.

You may want to consider getting equipment insurance though.
