What tool would give me a better grip? Its a Phillips head, tiny.

Spray something on it? It is right by where the inflator hose plugs in on that collar deal.

If you can't find a way to get the screws undone, you may just have to cut the collar. You should be able to replace it with a SS hose clamp...unless a new collar came with that new inflater.
 
Cut it. When I replaced my inflator, a new clamp came with the new inflator.
 
I just replaced the clamp with 2 zip ties. Work great, no issues.

I have totally bonded with my inflator, this is a big step for me.

So...dumb question. What do you cut that with?....a saw?
 
Plasma torch... if none available try a set of dykes
