You have this part right, especially here in RI. The stance of some, in this state believe that unless you are a trained archaeologist or under the supervision of one, you shouldn't even be diving any of the wrecks. I hope the finders get the credit they deserve.

That's the part I like about local and Feds. They have no idea it's down there to begin with. However, when you find it they make noise about a wreck they had no clue about, or prior investment in. As per expert diving archeologists - far and few between.

So at the end of the day - best to keep the find (prise) to yourself, and make a statement when you're good and ready. Case in point would be OMEX and their dealings with Spain, and even Peru now. What a legal nightmare. My shares in OMEX have gone down quite a bit since their dealings with Spain. If they ever get out of it - expect the stock to climb.
