Aquaventure and PlanetDive and Outrigger are pretty affordable resorts. Planet Dive is nearest to divesites, but farthest to drive, and Outrigger vice versa.. For puerto Galera, I recommend Oceana dive resort www.oceanadive.com they have good rates, and non-divers will enjoy it too cuz they have kayaks and a nice pool, massages, etc check out their website
