When your body is in good physical condition. Negotiating the ocean is substantially easier. I know both as about two years ago, I quit smoking and joined a fitness center which I've been going to four days a week, religiously.
I've seen the difference in my diving (i.e. less exertion, less air/gas used, more bottom time, less risk of DCS, etc.).
I have seen DM's and instructors in such poor physical condition that I suspect they couldn't help themselves in a dicey situation much less help others in need. Hey, I'm no expert but its common knowledge that a program consisting of weight training and lots of cardio work WILL help anyone.
Oh yeah, I did the DM swim test last year for my police diver cert. and aced it.
