Pro Buoy II dive flag

A retired diver gave me some of his gear today. Included was a dive flag called the "Pro Buoy II." I think it's missing the floaty bits, but I have no idea what it's supposed to look like. Any old timers here heard of it? Photo is attached, separated into its two sections.

Speculation:

The "spider" likely tied to an inner-tube...

The weight hung through the center and was a mild counter-balance, and an attachment point.
