Question about ascent rate and an efficient surface interval (+)

Is this an accurate statement?

Nitrogen bubbles formed in the blood stream during an ascent will be blocked by the lung filter but can not be removed from the blood stream by the lungs until they are reabsorbed into solution once more within the blood stream. Also a slower ascent rate will mean more nitrogen will remain in solution (non bubble form) within the blood stream.

For this reason a diver that makes a slower than normal ascent and adds a saftey stop at half the MOD will off gas faster during the surface interval as less nitrogen was forced out of solution into bubble form during the ascent.
