All depends upon the first stage, the part that attaches to the tank.

Also on what you mean by cold water.

If it's got the cold water / environmental seal kit installed (blue squishy kind of thing), then yes it's good to go in really cold water like low 40's or upper 30's.

Without the kit I think you can do mid-40's or above.

Not an expert, just what I remember from when I owned a set.
