FWIW...

I bought a 1mm O'Neill wetsuit that was covered with logos. Ick! (But the price was right. :wink:) I went over most of them with Fiebings professional oil dye and it covered them quite nicely. I've worn the suit a few times in salt water, and so far, so good.
 
I've experimented with blending powdered fluorescent pigments into thinned aquaseal and other flex adhesives to make a durable high-viz "paint" for things like suits, fins, etc.

Mixed results getting it to apply evenly, and stick to rubber fins with long-term abuse. But that's a tall order to achieve. So far it's worked ok and the fluorescence stands out STRONGLY underwater. It would probably work great on neoprene or trilam. Maybe I'll make a thread about it one day after I get around to doing some more tests.
 
they used to paint the wetsuits on sea hunt , it never worked out well
