I dont believe that they are. An SSI Master Diver is thier highest non-dive leader level of certification with SSI. A PADI Dive Master IS a dive leader position. A Dive Master is higher. Then SSI goes on to a Dive Control Specialist, which is comparable to a Dive Master + Assistant instructor.

Sorry. i just realized that i posted in the SSI section of the forum. Its probably a place for representatives of SSI to post. not joe-shmoes like me.
