I agree with aminjamadi, Borneo Divers Resort Mabul was excellent. We had a great time with the staff (DM's were excellent). The rooms were nice and clean. The pool bar was great for a post dive beer, and the food was OK, but in my experience it's hard to get really good food in that area. I live in Thailand where the food is amazing!

The diving was so good, we decided to stay an extra day and dive Sipadan again. However, the rooms were full so we stayed in Sempoerna. What an absolute ***********!!!!! I'd not recommend staying there unless you're on the very tightest of budgets and have an affinity to filth. We tried Dragon Inn, but it was full and we ended up staying across from the mosque in a horrible place. Here the food was truly bad.

Went diving with Scuba Junkies and were equally unimpressed. Rental gear was crap and the staff were downright rude. We were promised 3 dives on Sipadan, but the DM (who incidentally, had only just been signed off and was the ranking member on the boat) decided we should dive Kapalai. We skipped it as we had already done multiple muck dives around Kapalai and Mabul and had a bit of a hassle getting our money back (though we did in the end).

It's been a year since then, maybe things have gotten better at Scuba Junkie. But Borneo Divers Mabul Resort came highly recommended to me by my PADI Regional Manager, and I agree.

We paid something like 100USD each for a shared room, including food and "unlimited" diving. We stuck to three a day and skipped the night dive. I'm sure it's more now as the USD is tanking, but the place is still great value for money.
