Strange 1960's Aquastar "watch"! Anyone knows more about function/history?

As this is my first thread, I apologize if I have posted it in the wrong subforum.

I have come across a strange diver's watch from distinguished watch manufacturer Aquastar. I bought it on a whim (approx $ 50) and is now interested in hearing more about its background/function.

-Does it even function as a watch? What's up with the 0-8 dial?
- How rare/ common is this type of watch?
-Is it worth anything more than my $ 50?

(Sorry for the bad quality of the image, I have not yet recieved it from the seller)

Check out this website: Aquastar - Regatta Watch - POPdeepmeter. I believe it is basically a "reverse" bottom timer. Telling you how long you can stay down before needing to decompress.

Minutes sans pelier == minutes without level == time before decompression
