I'm not sure where I got it(the Deco stop), but I have used an acid wash to clean my tanks.
I used PHOSPHORIC ACID and water to clean out my steel cylinders.
I pre wash with crystal simple green and hot water.
I started of with a 5 gal batch of 500 oz water and 100 oz of 85% acid.
First wash was 4 parts water and 1 part mix, then a good flushing with water. I made up a wash flushing rod that is a 5ft long 5/8" copper pipe crimped at the end and that has holes drilled along the sides to spray the cylinder walls . I hook up this rod to a hose using a compression fitting , ball valve ,and a hose adaptor .The second wash was 8 parts hot water and 1 part mix , then blow dry. You do not rince the tank when using the 8 to 1 mix.
My cylinders look great on the inside(no flash rust), and have no smell of acid at all.

Divers can anyone tell me specifically where to purchase phosphoric acid. I have looked very hard to find this product with no luck…

You guys rock! Who would have ever guessed ebay? Thanks to both of you...

This stuff looks promising. Consists of phosphoric acid and detergent.
Etch n' Clean Solution

Before ordering Ecochem, suggest one contact seller to discover exactly how much acid is being offered in a gallon package. When doing a search, look for "technical" grade acid, not the expensive reagents or food grades.

Hoosier,
Thanks for directing me to this great source of information concerning steel cylinders. This information is very detailed, informative and much appreciated.

Interesting…

There is not a tremendous different between cleaning aluminum and steel cylinders. I would strongly suggest that you use some glass tumbling media to break the surface tension of any hydrocarbons that may be clinging to the walls.
Echo that. We clean AL and steel cylinders the same way. Tumble with a slurry of Simple Green and glass beads for a fixed time, rinse with HOT water for 2 minutes, twice (testing the effluent for bubbles toward the end of the second rinse), dry with a hot air blower, and then inspect and appropriately label (Nitrox wraps AND 'Oxygen Clean' sticker). My biggest concern after that with regard to filling is not whether a shop will partial pressure fill, but whether they will fill with OCA when I only want air, and whether their system is actually proving OCA.
