Although my OW training insists on slow ascents, I rarely ascend as slow as recommended from a "safety stop". Should it really take 15 seconds to get back to the surface from 15 ft.?
 
No ... it should take 30 seconds. Furthermore, that's the most important 15 feet of the whole ascent to take it slow ...

Yes I agree . . .1 foot every 2 seconds, which translates to the usual recommended ascent rate of 30 feet per minute. --so it should take no less than 30 seconds to ascend from 15 feet.

And especially slow & controlled over that last delta of 2 ATA depth (33 feet) to the surface. . .
 
I like to take that last 15 feet slow just to make sure I don't ascend into something. Keep your head on a swivel.

What he said. Going from 15 ft. to the surface means air spaces, including bubbles, will expand by 50%. That's the same effect as going from, let's say, 115ft. to 66ft. You wouldn't think about doing that in 15 seconds, would you? So you want to make that 15 ft. final ascent very slowly.
 
As Bob says - take at least 30 seconds - BSAC teaches one minute for the last 6 metres of ascent, so an even slower rate for the last bit. - P
 
Wow...My computer usually shuts off at around 5 ft.

May I ask what brand? Seems very unusual...
 
At around 2-3 foot my Atomic thinks I have surfaced, my Shearwater is about the same, but at 5 foot both would still be in "diving" mode. I can't remember what my Suunto does as I haven't used it for some time. -
