Those numbers are not great but acceptable, I had a MK17 that would swing coming on15psi. As previously stated it makes little difference to your balanced second stage unless it's tuned hot, in which case it may leak a little in some positions and as tank pressure drops.

If you adjust the spring adjuster screw on your first stage clockwise you are INCREASING ip.

"Honking" on land is normal.

Spec for the Mk11 is 125-145 psi at 3000.
If your A700 doesn't freeflow at 500 psi tank (149 IP), then you'll be just fine. It's a tad high at 500 tank, but 4psi is also likely within the limits of your uncalibrated IP gauge. I think you're fine.

But here's the end to adjust IP:

The other end holds the HP seat assembly. I would not recommend unscrewing that.
