http://www.kasson.com/png/blennie.htm looks maybe close, blue striped blenny. Don't know where Ningau Island is tho. My Hawaii P. Ewaensis looks close too but it's endemic, "very similar to P. rhynorhyncos widespread elsewhere in the Indo-Pacific" as Vie said.
