I haven't done any underwater video editing yet but I use final cut pro for all my go pro vids and I love it

If you're not doing anything too fancy then iMovie should be all you need, I'm pretty sure it's free if you have a Mac. If you need anything more powerful you can download Davince Resolve 14 for free, it's very powerful and the free version is pretty much fully loaded.
