I think the difference between using a red filter when you're actually shooting versus trying to color correct in post production is about subtractive versus additive light.
A proper underwater filter subtracts lots of blue light and allows more red/orange to pass, but the blue wavelengths that do pass the filter are still blue.
However, when you try to add red during post production, you are adding red to everything -- including the blue areas, which is why they turn brown.
