When I should attach wet lens on the housing?

I have very basic question. On my previous housing, the WAL was installed all the time, but sometimes I have to just unscrew little bit and release air bubbles.
New housing with RX-100 looks different. Connection between housing and lens is better sealed so when I go under water there is still air and I have to unscrew lens completely. Is that is typical for wet lenses?
 
This is pity because I bought acquapazza housing which is not made from one piece of aluminum Lens is attached to short tube which can be unscrew together with lens !!!! I almost flooded my camera during first dive when I was trying to remove air :(
