Looks like an octopus eggsac.

I would guess some type of nudibranch. The gills are on the left.

This Glossodoris hikuerensis is from Sabang, Philippines, it has some similarities...

Xenia, Heteroxenia, or Cespitularia

Looks like a Xenia to me... possibly a Xenia elongata or close relative.
