One of my dreams (I have a few!) is to buy a boat & sail the world. Another one of my dreams is to dive the USS Saratoga in the Bikini Atoll. Since I have (atm) zero ocean-going experience, Im just wondering if there are any restrictions on just sailing up, parking over the wreck and diving.
I have noticed that you can dive, but only on air to 170ft and they only allow 11 divers per week.
So would I have to get permission? and if so, who from? The owner of the wreck (US Government) or the Bikini Atoll government?

You would be able to do it far cheaper if you did it now - I can highly recommend it.
