I have read through all the posts on this subject and am a little surprised no one has figured out the simplest approach. At Walmart, Ross, TJ Max, and on-line you can pick up ankle/wrist weights with removable bags or solid weight sticks for about $1 a lb. Each stick/bag will already be weighted to some exact weight. My favorite are the ones I often find at Ross with solid .25 lb sticks. You can throw them in a zip lock bag and get really precise on your weight. Also, I saw this 20 lb ankle weight set at walmart.com, which can be purchased on-line and shipped to any wal-mart store for $18 (at time of post). They have the weight in 10-2 lb sealed removable plastic bags which can be used right out of the product:

If you have the space in the pocket, you can even leave the weight in the ankle/wrist bag and stuff that in your weight pockets.
