When was emergency O2 "required" in standards

Although PADI widely recommends oxygen, they do not require it except while conducting the Rescue Course. Can’t determine when that started, but it goes back at least eight years.

Actually thats not totally correct. If the course is being run by a PADI Dive Center or Resort then PADI Resort & Retail Association (IRRA) standards do require that oxygen be available, and that has been the case for some time.
