I also didn't mean to cause a controversy. As Alcina noted, it seems to be site-specific whether turtles react to the strobes. What I was pointing out was that the DM specifically briefed us that the turtles at the dive we were doing would be bothered by the strobes, and one diver disregarded that information and did it anyway.
That said, I appreciate Gilligan's example that you can take perfectly good photos without expensive strobes.
