Advice for adjusting location of tank

I'll see what I can do for pictures. It won't really make sense out of water because it probably looks right. It's when I'm in the water where things seem to shift.

The adjustment of the shoulder straps didn't change things much. I'm not cranking down on the adjustments under the arms. The cylinder is about as low as it can go on the back without slipping out of the top cam band.

It may not be "the way" but I gear up in my transplate seated but I leave straps somewhat loose until I stand or sometimes even get in the water, before making final adjustments. Cant recall bumping my head unless I really crane my neck to look upwards.
 
Maybe I just have an absnormally long neck? I've just been dealing with it... I can't really see any other options to adjusting it.
I still need to take pictures but the problem is it's fine when I'm on land, but when I get in the water the whole thing shifts...
 
Not sure if you ever found a solution to your Transpac problem.

I bought one last year and have the exact same problem. Fits great on land, hit my head under water. I tried using a single tank adapter, but the tank just rolls from side to side. I replaced it with an Oxycheq Mini STA only on the top to lean the tank back a little bit. It helps some, but hasn't solved the problem.

I love the BC, but this problem is annoying enough that I'm probably going to replace it.
 
I pull it down while I'm in the water and crank down on the belt while it's lower on my waist. Helps for a period but eventually creeps back up.
I could also tighten the crotch strap... If I don't mind squishing my soft parts.
