I was wondering what the sync time for the Inon D2000 on an optical cable was. If say its 1/800 sec does this mean that higher shutter speeds can not be used with the strobe?

Higher shutter speeds will not allow a full dump from the strobe to influence your images. I don't know what affect this would have on the S-TTL system...

What are you trying to accomplish by shooting faster than 1/800th?
 
There was no particular practical application, just a theoretical question.
