Are bluish corals results of bleaching?

This looks like a star coral, but the color is weird. There were many of these "blue corals", especially to the south of St George.
 
My understanding is that the blue coloration is a last ditch effort by the coral to protect itself when the algae is gone due to bleaching. I dove six weeks in Bonaire recently and watched many change from blue to green again as the waters cooled.
