No, not at all. It is a vastly developed/enhanced version of the D400 but not a D420. The development of the D420 went in a one direction from the D400 but this Atomic TFX went into another unrelated direction to the D420 but starting from the D400. If the D420 went to the left from the D400, the TFX went straight from the D400.
