If a diver is looking for tanks for shore diving and the shop won't rent them, I would expect the shop to point the diver to a place that rents tanks. That's what I've seen most other shops do.

We dived with The Dive Shop but I can't recommend them. There was a DCS hit in the boat and they were not equipped to handle the emergency. They didn't know where the O2 was. They thought it was at shore in the shop, when we arrived at shore, they figured out it was on the boat. When they finally located the O2 kit, they didn't know how to attach the mask and then didn't know if the tank was on. The local diving doctor arrived before O2 was ever figured out. The Dive Shop didn't think that this was a problem when it was brought up to them.
